Tobirama hands down, yes kisame used a large scale water jutsu with no water around, but it came out.of his.mouth. tobirama can use large scale water jutsu with the air around him, from his mouth, an with less hand signs if any then any other water release user ever. In terms of water jutsu skill kisame doesn't have a chance.

Kisame's water techniques can absorb ninjutsu, he probably has more chakra than Tobirama as well meaning he can use technique's on a larger scale.

this is just too irresponsible. to compare kisame with tobirama. we've seen kisame in fights. of course we would have idea how he uses jutsus. all we had about tobirama was stories. we saw him briefly when he fought hiruzen, but we never fully understood how he fought. stop comparing two people especially when u dont have complete details about them. this is just stupid and unfair. compare sasuke with naruto. its ok. weve seen them both already. but tobirama and kisame? you've gotta be kidding me. enough with these comparing shits. facts. details. proofs.

And Tobirama is a senju whom are known for large pools of chakra so actually Kisame having more chakra then him is more unlikely then you think. Also to say kisame can do tobirama's jutsu on a much larger scale is a lie because we've only seen a puppet tobirama fight so im not sure how you came up with that...

The question wasnt who has the strongest water jutsu it was whos the best with water, which means who has the most skill an due to the facts of tobirama that we know, hes the best.

I think its funny how some many people on this thread keep saying its silly to use tobirama or to say he's better then kisame because we've never seen him fight. But the same people wouldnt think twice to say Hashirama> dam near everyone in naruto smh

I say Tobirama for 2reasons:
- He only needs one handseal to perform suiton suijinheki which normally requires something like 20handseals, which shows his mastery in the element
- I've never seen a suiton "attack" from Kisame sourceless. He essentially creates water before performing his attacks, but Tobirama can use suiton attacks sourceless

Tobirama has some hype I guess, but what he did in part 1 was nothing special...ninjas like darui and kakashi have done the exact same feats... imo this is only because of the power scale change from p1 to p2 ....All i saw tobirama did was spit water out and do a suiton

The thing is.. Tobiirama was known to create water at places it wasnt water at all with just one hand seal, that is something Kisame cannot do.

But I believe Kisame have more chakra than him, and if they fought in the water Kisame would have win without doubts.

Anyway it saddens me that nobody has called upon Mei. By feats the only person infront of her is kisame, though id honestly say they are around equal. She is the soul reason for countering all of madara's stupidly high katon jutsu's. Something that the 5 kage's wouldve had to come up with another way of countering them was it not for Mei. When it took a whole army to counter Madara's katon and Mei alone can accomplish this feat, she has proven herself as one of the best suiton users in the series

From what is known, it must be Kisame, however, too little is known about Tobirama to conclude anything. Even Itachi showed the same level of water ninjutsu in the 2nd part, but then again it's not possible to compare it. I do, however, doubt that Tobirama has better water release than Kisame. Kisame is pretty beast, but Tobirama has a lot of other abilities, so it wouldn't really be a problem for him..
