Jiraya doesn't make it in top ten.

When people state that certain characters in the top ten strongest, i think they tend to forget just how many characters there are In Naruto. The top ten is pretty overcrowded as it is with little space to maneuver .

The simple fact with jiraya, is that he died without showing Enough feats to put him on top. He never won any fights in the series,
And more importantly he can no longer get any more feats while other characters have the potential to overtake him.
Even kakashi is showing that potential to surpass him if he hasn't already.

Not hating Jiraya just being realistic here. it's obvious that when people claim he's in the top ten they've not put enough consideration or thought into there decision. or they are not up to date with the current manga.

well In Jirayas defense, Nagato claimed he would have lost if Jiraya had known about the whole shared vision thing and that the "real one wasnt among them" and nagato is top 10 (in my opinion)

To a point I agree but there are plenty of people in the top 10 that have fewer feats than he does. He doesn't need to win any battles....plot had him as a mentor not a warring shinobi. Enemies and allies alike feared and admired him. People put Oro > Jiriaya due to the fact of immortality and (imperfect) edo tensei. To me if Itachi is in top 10 then J-man should be right there with him. Oro should be there also but making comparisons like (Itachi > Oro means Itachi > J-man) is absurd. There something called the decay rate (forgot the real name) if a person is dead they can't show any more feats therefore other people can surpass them. This can seem true to most of the people on top 10 list. Because MY top 10 list consist of dead people like the majority of Naruto fans. So do we kick them out also???

Lock ins would be madara, Naruto, Sasuke, obito, minato, itatchi, but then you could argue a shit ton of characters:
Hiruzen
Kakashi(kamui)
Gai-(if Kakashi is here then guy with 8th gates is here too.)
Darui(mad underrated and this guy has chakra reserves for days)
Tscishikage(can spell lol)

Orochimaru
Choji
And more it's too subjective, and would probably consist of main characters and extremely op characters.
