I'm curious.
I personally think it's the 3rd Raikage, but others think that it could be Sasuke, Darui, Kakashi, etc.

Personally, I think he died trying to fight Kinkaku and Ginkaku. It was Tobirama and Second Raikage vs Kinkaku and Ginkaku, then it seems Team Kage scraped a win but Raikage died in the process and Tobirama was pushed to the limit but managed to survived. Based on that idea, I'd say Tobirama's a bit more powerful but I'd say that anyway.

i voted for sasuke, but after voting i saw, third raikage in the option =/
sasuke is the best living raiton user .
He is second best raiton user after 3rd raikage, and his technique, kirin is second best raiton technique after hellstab in terms of power, and it is the best raiton technique in terms of speed and range.
