Basically what people who choose Sasuke are saying is this: If it were a Raiton only fight, Sasuke would beat down the Third Raikage and everybody else on this list.

Kirin is not made up of his own Lightning so that doesn't count. The rest of his lightning attacks are just Chidori variants.
Darui has Black Lightning and Storm Release which are his own lightning techniques.

You'd have to factor away the Third's natural body defenses and make them about the same in intelligence, taijutsu, speed, etc. to make it like that wouldn't you? Still extra speed/reflexes and defense is good to have. He hasn't shown black lightning but he should still have some abilities with it.

The question was best user not the strongest user so i wil go with kakashi for the following reasons:
2nd raikage,well, i don't know shit about him.
3rd raikage died from his own jutsu, not a user i would regard better than kakashi.
4th raikage wears lighting Armour, he would be the best but this is simply cheating.
sasuke is good because he learnt from the best.
Darui gets exhausted easily
Ameyuri Ringo is pretty descent because he uses tools.

The Sandaime Raikage didn't die from his jutsu. He died from chakra exhaustion after fighting 10,000 for three days and nights.
