I must say that i don't count kirin in my judgement since for me this lightning jutsu doesn't prove anything in Sasuke's mastery of the lightning element

Hmm, this is a hard question indeed.

You have to remember that just because one has a strongest Lightning based attacked doesn't mean to say he's the best in a sense, Other's may not have the chakra to waste on Lighting Armour like the 3rd & 4th raikage, does that mean that aren't as sufficient at using it... I wouldn't think so.

I believe that sasuke has shown great skill in term's of Lighting Style attack's, However kakashi was the one who invented the Chidori and has shown great feat's also, like the lighting clone and such.

It's a hard one to say, Because the 3rd raikage has shown great manipulating on the lighting chakra like when he points it at his finger tips,

however sasuke has shown to same thing of attack himself.

Since u said the best at using lightning then I say sasuke because he has so many variations of chidori n he did something no raiton user ever done which is tamed raw lightning. Seriously this alone should b prove y he's the best cuz no one has ever done something like this n zetsu said tht this could b the strongest lightning jutsu ever! And he has also:

Chidori nagashi- great 4 offense n defence n it allows him to hit multiple enemy at one time. He can also make it travel through the ground 4 more range

Chidori sharp spear- great on mid range 2 keep a save distance frm the enemy n has great cutting ability

Chidori senbon- allows sasuke to hit many target at none time n by the help of his sharingan he can pin point the enemies vital point to cause some internal damage like he did in the movie

Chidori sword- allows him 2 cut throught anything beside lightning weapons. Sends a electric charge to the enemy once they r cut by it making them numb n hard 2 move

Transmitting lightning 2 other weapons- makes the weapon faster n are able to cut through anything

Chidori- great piercing weapon n can also b used to taser someone so it won't kill him but leaving him injured

Now I actually believe tht his chidori is on the same level as Kakashi raikiri because all raikiri is its just a chidori but with better chakra control n manipiulation n seeing how sasuke can manipulate his chidori to a long spear tht will extend to 15 feet, y wouldn't he manipulate his chidori better? Even orochimaru said tht he had never seen such great chakra manipulation b4 so obviously his chakra manipulation is better than Kakashi. Most likely the third. A hasn't really got any lightning proficiency besides his armor whereas Sasuke has many variations of chidori and has Kirin.

Anyways, from what we have seen and from what has been said, the Sandaime Raikage is only vulnerable to powerful, long-range futon (wind release) jutsu. He was also able to dodge the Rasenshuriken twice.

You're assuming that Sasuke will be in the sky ready to use Kirin. No, 999/1000 times Sasuke will not be able to use Kirin, even before we get to the part that based on manga statements it would not be able to harm the Sandaime Raikage.
