Minato just for being Naruto's dad, and Hiruzen for having such a strong bond with everybody in the village

And Tobirama as well, idk why people disregard him.

I honestly cannot pick a favourite one. Why? Because they were/are all willing to sacrifice for Konoha's good and not only.
Hashirama and Tobirama both died in battles to protect Konoha.
Same as Sarutobi.
Same as Minato, he sacrificed his entire family for Konoha's good and not only.
Tsunade was almost done after sacrificing her life to protect Konoha in the Pein invasion as well as now, willing to basically give her life for the entire Shinobi world.

However, I am fond of Sarutobi because of this:

"In this society, true power is not attained from mastering all the world's techniques. This is something I have already taught you. When there is something important to protect… that's when a shinobi's true power emerges."

One of the major things people overlook when it comes to power-scales.

I accept ur views in first paragraphs...but I think Minato is best Hokage...He sacrificed himself his family (wife & son)...came up with solution within fraction of a second...
