Because Kakuzu's almost as underrated as Tobirama is.

1. Danzo He has shown the skilful use of manipulating wind natured chakra into shuriken. He has a nice arsenal of wind attacks just like Temari but even better since he doesn't need to use a fan to do so. His summon allows him to further increase the power of his already strong attacks. He also holds a feat of slicing a portion of susanoo which is greater than anything Naruto or Temari has done so far.

2. Temari She needs her fan to use all her techniques which would put her at a disadvantage since she lacks versatility but she has some wide area of effect attacks. She demonstrated the ability to slice through wood (in part 1) and metal (in part 2) with ease using her long ranged attacks. So currently she can casually mow down forests as well as metal defences (Samurai armour) to some extent. Just like Danzo, she has an ultimate OP summon which powers up her kamaitachi attacks to a whole new level.

3. Naruto I got to admit that the jutsu Naruto trained for took a lot of hard work and skill but he only knows one. His is overall the strongest technique and can expand thus it is hard to avoid.

4. Asuma He has a mid ranged wind attack but it is easy to dodge and doesn't do much damage. His wind blades are extremely deadly though and it allows him to dominate others in CQC because most people won't be able to see/sense the wind natured chakra extension of his blade.

5. Kakuzu Just one pressure based wind attack coming from a heart that if killed, Kakuzu can't use it anymore.

6. Orochimaru Has yet to show us anything spectacular and his is weaker than Kakuzu's.

Thanks for the elaborate explanation. I'd still switch Temari with Naruto, because like you said Temari needs a fan.

I think it's naruto too because his rasen shiriken is one of the most destructive jutsus around. However am surprised at how little people think of kakuza's wind jutsus.
