You can't use Naruto deciding not to hit him directly as an excuse to say Naruto won, Naruto knew very well that just scratching his headband wouldn't cut it.

Shikamaru vs Temari. You consider that a victory for Temari as well I assume?
I look at it in a different way. I would consider that one Shikamaru his victory, but I
understand what you mean with chosen not to hit, thus lost.

OT: I'd give Sasuke Valley of the End as it started off as a fight and Sasuke was last standing.
So 3 to 2 advantage Sasuke
two other possible fights come to mind
Naruto won emotionally during the forest of death when Sasuke was immobilized by fear, and a tie at the bridge when Naruto said is they fight they die.
None of those two count as a victory for Naruto. Come on, son.

Sasuke lost the Chidori and Naruto lost the Rasengan when they collided and formed that purple sphere.

actually , Naruto can only bee controlled when he is in a state over 3 tails
he was in a 1 tail state .
it makes him much more angry , if anything

Naruto wasn't focused until the actual fight. By then, it was too late to summon Bunta because Sasuke was always on him.

Its very similar to the Naruto vs Sasuke fight, but not quite.
Shikamaru was about to win, but he quit, making him lose.
Naruto could have hit Sasuke, but even if he did, as rikerslade already mentioned, it would probably be a tie as Naruto was knocked out by Sasuke's hit.

As you can see they went at each other simultaneously, and no one's blast would have affected the destination of each other's attacks.
If Naruto had opted to hit Sasuke in the gut, he would probably have been knocked out, just like Naruto was when Sasuke hit him in the gut, rendering it a tie.
So basically it could have been be a tie, but Naruto couldn't have won.

True (I just looked it up as well and noticed their attacks fading ).
I thought you meant before their clash.
Both had Curse seal mode and Kyuubi cloak mode to still whack out a good punch though.

Naruto didn't have summoning jutsu mastered, he couldn't summon bunta against Orochimaru.
