orochimaru was supposed to be hokage but he was too evil, and then minato came out of nowhere and was the strongest at the time so he became hokage. jirayaa was worried about prophecies.

He wouldn't allow,he has books to write, ladies to observe, failed date and courtships to attend, villages to wonder about as he gathers information and sage training to continue, the guy has a lot on his plate,he can't just sit around and run a village.

Well if this was so, then the village would be gone for, jiraya would still go on his quest to fight pein and would loose. And if tsunade wasnt hokage, then sasuke and kakashi would still be in bed. Lee would have to give up the life of a shinobi, and choji would have been dead. But i think the village would have been safe even with jiraya around, because when tsunade was hokage, konoha wasnt really attacked alot of times, same would go for jiraya if he was hokage.
But if you mean in the funny way then all women would have to wear bikini's and the men and women hot springs would have been connected lol

let's put it this way, if Jiraiya were Hokage during Pain's Invasion, then Konoha is done for.. i don't think Jiraiya would have the means to protect everyone in the village.. Tsunade being Hokage on that given point in time was the best for everyone in the village..
