I think Gai is a level above Kakashi, when it comes to battle strength. Kakashi doesn't really have any "death" move except Kamui, but it's not that easy to catch someone with it, when he knows all about it. Besides Gai wont give Kakashi time to use it, and his 7th gate is pretty neat. Kakashi has intelligence, which Gai lacks, but this wont be a battle, where intelligence makes the difference.

They are equal and they were always portrayed to be so even in this battle. They started fighting Bijuus together, Kakashi following Gated Gai with his speedstar Raikiri stab, and they collapsed in latest chapter together. It should be obvious that Kishi want us to know that they are equal, but i think Kamui is starting to put Kakashi slightly stronger especially after seeing how he mastered the technique(he can now teleport)
