Anybody can do that take for example itachi would've but he didn't cos he doesn't need it all itachi does is cast tsukiyomi or other genjutsu on whoever his fighting and its over. Sasuke had to manipulate his chidori and amaterasu cos hes used to real combat

Rasengan is the highest form of chakra shape manipulation. Hence Minato, Jiraiya and Naruto are all better.

Re-read those chapters on tree climbing and Naruto's conversation with the substitute Jounin on teaching him after the preliminary vs Chunin rounds . It'll give you a better idea. Sakura has good chakra control NOT chakra manipulation.
