Though it's more like a human which became a puppet or something i think, i don't know if it's the kind of puppet that you control with strings.

he could as lady chiyo proved with sakura its the same principle but controlling it would be pointless because it wouldnt have any of the rinnegan abilties unless nagato was controlling it plus i dont think puppets can accually use ninjutsu or genjutsu so i think itd be a waste of time regardless altho they can uses kekkei genkai but i think thats a different scenario al together

He could but it would only be as affective as chiyo controlling Sakura or Sasori controlling shin (not very affective). Puppeteers activate the puppets hidden weapons by manipulating the wire/mechanism network within the puppet itself. Because Kankuro can't do that with a human body (asura path is still a human body) he can't use any of the weapons unless they are already outside of the paths body.

So in short he can, but his normal puppets would be way better.....
