Considering Orochimaru was standing still, it isn't much of a feat to hit something standing still, Totsuka has no speed feats that allows it to hit Kabuto.

Kabuto dodges it, or he just turns into water.

jiraiya genjutsu took too much time, and give aways there location to the enemy, that being said his enemy is madara who so far have show crazy offensive move. and i think this is his weakest move and it more powerful than jiraiya SM fire style
