Thats a tough one. I say Mihawk because Dofalamingo's powers wont work on people with really strong haki and willpower.

I say Donflamingo...I feel Mihawk is one of those people who are strong, but he doesn't sit at the top. He seems like someone who is content where he is, and at the same time no one has a grudge or reason to displace him (of course aside from his title by Zoro).

Doflamingo doesn't just control people. Many seemed to have missed but Doflamingo is actually the spiderman of One Piece (look when he grappled a rock to escape Oars in Marineford and flew away)
plus he can use his invisible strings to cut stuff. The thing that makes this so great is that he can use it at a very long range, with speed and great precision
Count in that he most likely has at least observation haki (Look at that chapter when he dodged attacks from that crew member of his trying to kill him) and can control people, plus he's never been hurt or even showed any sign of fear ever (Even in Marineford)
I'd say Doflamingo is maybe the strongest shichibukai. I think he's about equal to Mihawk, at least not weaker. He can dodge basically everything it seems. I think it would be harder for Mihawk to land a hit on him than for Dof to land a hit on Mihawk
