Obito can, which most likely was his plan after Nagato betrayed him but then Kabuto had him. Everyone with rinnegan can use rinnegan techs

You didn't know that madara & obito was using nagato? he doesn't want to take the risk of dying. until nagato proved he can revive a whole village before hand
