Naruto completing the seal
i think this is the incomplete jutsu that minato left naruto
he made this seal to protect the world from the juubi and it's quietly being passed down
he knew that the juubi will be formed again because of the last thing he said to the bijuus
for naruto to complete that jutsu he needs the kyuubi's chakra
the first time naruto got a portion of kurama's chakra his seal resembled the sage's a little bit
chapter called a new seal
the second time kurama gives naruto his chakra
his seal resembles the sage's even more
it says a new power
the first bijuu transformation was far from perfect
i think that once kurama is done gathering chakra the seal would be perfected
and this is how naruto will beat the juubi and fulfill the sage's prophecy

to sum it up naruto's seal is the incomplete jutsu and kurama's chakra is completing it
The rikudo knew the juubi will be formed again so he made a seal in order to protect the world from the juubi;which is secretly being passed down

The seal acts like a funnel, only so much chakra Naruto can have at one time. The new seal he needs is so Kurama can channel more of b ijuu chakra making him a perfect jinjuriki. So he is almost there, its going to be hard with konoha as a new distraction

she's talking about how the rasengan was made from watching a tailed beast bomb
and that minato wanted naruto to use the kyuubi's chakra to do the bijuudama

I doubt it. "That" jutsu has been referred to since the beginning of Shippuden, Jiraiya told Naruto not to use it, and it's been mentioned throughout Shippuden that he could use it, but to perfect it he needs Kurama's chakra, which he'll have access to so he'll perfect it.

I don't know if the seal is "That justu" or not, but if Naruto could use it in the real world i think it has a pretty good chance against the Juby, considering it is the SO6P's seal and seeing how easily it immobilized the Kiuby.
