No he can't. He said it's "physically and conceptually impossible". It's got nothing do with Minato being low on Chakra. The Reaper is like a bank of chakra, there is a limit that he can store in there. If that banks overflows, it can't store it anymore.

Now if Minato can't even seal the Kyuubi completely, how is he going to seal the Juubi.
