theres two reasons i think but not confirmed
the first reason is that he wasn't in complete control of his bijuu he just had bijuu chakra mode
because danzo said maybe when talking about yagura

and his bijuu didn't snap him out of it like the hachibi does for bee

the second is that obito put madara's left eye into his missing left eye socket and it had a powerful genjutsu in it

because tsukuyomi works on bijuus
