Sasuke was Her first love attempt and She failed to get Him that failure has made Her gun shy, one incident in Her life has scared Her unlike Her friends and team mates who are not afraid to try again when they failed. That what is holding Sakura's development in both Ninjutsu and as a person.

I think Sakura loves the Sasuke she was teamed with and believes he's still in there, and once he's freed of his pain and quest for revenge, he'll return and everything will be the same. Once she realizes it won't happen she will move on, unless Kishimoto redeems him.
