Description: The user wipes his giant fan with blood and charges it with a large amount of chakra. He then swings the fan, releasing all the chakra and summons a 5 large vultures called Kewsora's group. This vultures is the vulture emperor's knights. they have six large wings and two tails on his back with two strong claws which he uses to stand on. He's very fast in the air, and they are similar to the Emperor and have claws out over thier upper two wings. He also has the ability to using jutsus together, but when they do that they will take 20 chakra points from the user every time. they have many abilities that require the user's chakra and sometimes handseals. they are able to use lightening jutsus together and expand its range making a rod to the lightening using formations and chakra.
~ Can only be summoned once
~ Takes 15 chakra points for each turn they stays on the battle field
~ Must have signed the vulture summoning contract
~ Can not use more than one jutsu at time, and it would be spreaded through them as long as they are in short range between each other
~ Can only use up to S rank lightening jutsus from what the user's know as long as its not a special ability "Example: Lightening Armor" and the user can not use any lightening jutsu in the turn where they use lightening jutsus too in the same rank or higher.

Damage points: 100 (-40 to the user)
Description: The user do 3 handseals which takes a second then charges a huge amount of fire chakra into his lungs with high concentration, then while doing another series of handseals and meditation, then user spits a gigantic fire ball out of his mouth that is able to cover a large path he is facing with extremely strong flames and burns everything it made contact with,if possible, it also is able to make metals an the ground surface transform into lava or liquidize, and any water jutsu in S rank or lower will Evaporate Completely, this jutsu is originally taken from the Uchiha clan's fireball technique and developed, after the user is done with performing this jutsu, he will be completely exhausted and is damaged because of the great flame that he unleashed for a whole turn, he would hardly be able to protect himself and his ability of using fire jutsus will be extremely decreased to B rank fire jutsus after four turns of being completely unable to use it at all, this jutsu is very strong and deadly to both user and his targets and thats why its considered forbidden move.
~Can only be used once per battle.
~The user would be unable to use fire jutsus for 4 turns.
~After those 4 turns the user can then perform fire jutsu up to B rank.
~Anything that touches this flames would be highly burned and destroyed.
~This jutsu happens pretty fast so its almost unavoidable.
Seriously... only forbidden moves can defend against it?
- Chakra Balance Technique - (Chakra Amari Jutsu)
Chakra points: 30
Damage points: N/A (+10 for each taijutsu used)
Description:The Monkey handseal as he charges his ears with chakra , and with concentration he charge it into his inner ear making him able to control his balance by controlling the liquid hidden in the inner ear which controll his balance, this technique would make him completely able to controll himself if any changes happens to the Terrain making him normally imbalanced but while using this jutsu it wont, and make his reactions faster than normal human, it will also makes him faster since his balanace is not limiting him from some movements, however, this speed does not make the user able to avoid jutsus but it still equals the speed of Lee without the wieghts he wore, this specially works with taijutsus and would also make them more powerful and also makes jutsus such as chidori and rasengen which needs directly hitting the enemy in short range have a better chance of hitting the enemy and make them almost unavoidable if possible.
~Can only be used two times per battle.
~It stays activate for 4 turns.
Balance wouldn't make you react faster or move faster... people generally only have muscle and weight restricting their speed.
Ice release: Shining Illusion (Hyouton: eisha genkaku)
Chakra cost: 40
Damage points: 80 (-10 to the user)
Description: after ice was created on the field, the user charges a huge amount of chakra into that ice and release it as a huge glow with extremely great power making all the enemy's eyes extremely hurt and his/her vision would be damaged after, this light does massive damages to the eye's nerves making it unable to work properly for some time, it can cover a very long range as well. if the ice the user charged was in a very close range of the enemy, its effect increase to make him become blind for the whole turn.
~can be used once per battle
~It blinds the opponent vision for a shot time and prevents doujutsu being activated by the opponent for 2 turns.
~this jutsu shines the light specifically towards the opponent and not the user, however, from the straight of the light, the user would be -10 damaged because of the flash's glowing which damages the user's eyes a bit.
Blinding for 2 turns is OP
Just Doujutsu prevention for 2 turns maybe...
- Water Ultimate Release: Handred water drillers - ( Suiton kyoudai: hyaku suishuuren)
Chakra cost: 30/40/50 (+20 if it was done with the water explosion)
Damage points: 60/80/100
Description: The user charges a huge amount of water chakra into his hand, and with great concentration release it in the shape of a hundred drilles and punch the enemy with it, this jutsu sends the enemy back with massive damages, if used on a water terrain, the user can make the water under the enemy explode sending him up with great speed and also reduces imbalancing him then the user jumps higher than the enemy and punch the enemy with the drillers sending him back into the water which would be spitted from where he was standing, sending him down into the water as it reunite leaving him knocked deep underwater, this technique were created by the seconds hokage and can only be used by him because of his mastery of water nature which no one has, he can also use his water skating ability to make himself faster to approach the enemy, this speed makes this technique almost unavoidable, it can protect the user from fire jutsusas it actes a spiral drillers that covers the user.
~Can only be used once as a forbidden jutsu and after doing so the user would be unable to use over B rank water jutsus in the battle, three times as A or S rank.
~Only the second hokage can use this and its untaughtable.
~Damages the user's hand with -20 points if used as a S rank jutsu and -30 as a forbidden jutsu
~ if used as a S rank jutsu or above, it would be able to cut through rocks.
~This jutsu was shown in Naruto Shippuden Ultimate Ninja 4: YouTube - Naruto: Ultimate Ninja 5/Accel 2 - All Specials (The Hokages) min 1:!3, and a less version "S ranked" was shown in Naruto Ultimate Ninja 3: YouTube - Naruto: UN3 Request - The Second Hokage Moveset 1:10 or so.
