to use Kirin he first have to amaterasu the air and weather will change , rain etc, by that time he will already be laying on the ground with a kunai sticking in his head

Amaterasu is out of the question seeing is that you don't need it. All you need is the right weather conditions and seeing It takes little to no effort he can use it successfully is excessive amounts.
