*IF* Madara would had died in his fight like everyone believed, and the villages where still opposing each other and eventually went to war which village would win.

READ BEFORE COMMENTING:

1: Minato and Kushina are alive, and Naruto is raised as Naruto Namikaze (Kushina still has the fox).
2: Obito is dead
3: Pain never existed, so Jman is still alive.
4:No Zetzu was ever around.
5:All Akatsuki doesn't exist and are simply rouge nin's that act as hired Ninja.
6:The Uchiha are all dead, except Sasuke who Killed Itachi and then went missing. He is considered an S class criminal but never learned the truth about Itachi (Itachi killed his family with help other than Obito).
7:ANYTHING THAT WE KNOW WAS RELATED TO MADARA BEING ALIVE IS NO LONGER RELEVANT! SO NO TAILED BEAST HAD BEEN TAKEN HOSTAGE.

Now, with out any influence from Madara the villages would had never found a reason to come together, which would had been the victor when the next war broke out. Say the time period is right after Sasuke killed Itachi, and Sasuke goes missing.

well, to answer question from title, Kumogakure easily is strongest with these circumstances

Naruto is a beast shinobi with FTG and Fuuinjutsu, probably would still have toad summons and maybe even sage mode(because he is still part Uzumaki with a strong body and chakra)

Would Sasuke still get MS? probably not if he didnt find out the truth.

Konoha would still be the strongest.

And I think Madara would still release the edo tensei contract if resurrected, even if he did die at the valley of the end

The members of the Akatsuki are most likely to be hired by the stone or the sand. Considering their past arrangements.

Konoha even without the major advantages you gave them like J man still alive, Mist is comprised of nothing but fodder without the swordsmen which are criminals as you stated, Stone only has 2 good Ninja the rest are fodder, Cloud and Sand are pretty even but I would say Cloud is stonger Raikage>Gaara and Durai>Temari and Kankuro, But Leaf has several non fodder Shinobi even without Naruto and Jiraiya they would still win, Kakashi and Guy alone can both go toe to toe with any Kage.

I would say Kumogakure as well. However it is hard due to the series being set in Konoha, we have seen a lot of their ninja before and seen their potential throughout. We have only seen recently seen other villages and their would still be a rather large amount of ninja we haven't seen yet. The only reason I would say Kumogakure is due to their many powerful ninja and them still having B, Kushina would not of been able to master control of the Kyuubi and she wasn't the greatest fighter.

konoha cause im no minato fanboy but woulnt he pretty much be unbeatable with telelporting and 17 extra years of progression in power? also "if" we are to go by the rest of the jinchuris who somewhat control their tailed beast then we could say kushina would be a powerhouse since she seemed to be particularly gifted in binding and maybe by extension controlling the 9tails.

When did the leaf use the rouge ninja? The Akatsuki doesn't exist, because that was created by Madara. The rouge ninjas just rome the land taking odd jobs. And considering what I can remember only the Sand and Stone used mercenaries like the Akatsuki.

IMO theres a lot of probability when it comes to military strength, the war is not won by sentiment, it is won by soldiers. The motivation, the pride, all had to be considered before evaluating the situation. In war, all are equals before the actual things happen. So i doubt any village has an upper hands. Thats y tailed beast has been kept for the military purpose. Apart from that, every village has their own advantage. I cant forecast anything.
