It defenetly wind as you see he was pretty confitent when he was going to stab raikage to the back but instead sliced off one of the 8 tails tail (with seems impossible with ordinary kunai) there had to be some wind tech in play

I think Wind is the most likely, since Naruto has it and the Uchiha's Fire Release shows that genetics might dictate your chakra nature.
