I'm not 100% sure if Naruto is saying that Fuuton-Kazekiri No Jutsu is the strongest. Or if Kishi purposly put ... No Jutsu to keep us in suspense. But in any case, Naruto should've just said Plot No Jutsu. We all know that's the strongest jutsu in the whole narutoverse

Bad translation, read it on MangaStream, it's better. That "jutsu" is not a jutsu, is just a badass way of saying "Friends Jutsu", meaning that friendship is their most powerfull skill with which they are gonna win.

and accordingly he has created clones that have wind fans in their hands , maybe its really a powerful jutsu :D

first of all naruto doesn't even know this jutsu only bird-face anbu ops members & tamari know, we never seen naruto get train for this at all he is a wind style users so he could easily learn it his version of this jutsu is way more powerful.. i just wanna see the fight and naruto needs to go out like a champ on this one

There is no new jutsu. He said the ninja alliance is the most powerful thing. It's even more powerful than the infinite Tsukuyomi. That wind thing was the slicing jutsu they used to stop the Jubi's tail shock wave.

Looks like Shikaku Nara is only starting to be aware of the ten tail's presence.
If the whole ninja alliance is in Naruto's location, he would have known that the whole ninja alliance is going there.

Maybe Naruto has the secret capability to make Kagebunshins of other ninjas, and these bunshins could also do jutsu of the original ninjas and also have their personality and memory - it's like the whole ninja world has a bunshin at naruto's location.

Maybe that is the Ninja Alliance Jutsu.
