In what situations can I apply proverbs 15:1?
As to what it means and how does it affect us?

Basically, it means that in many cases, lying about something can keep more peace than telling the truth because... well, the truth hurts, lad. 
Oh yeah, this site is religion intolerant due to all of the controversial issues. I, however, see nothing wrong with your question. Hope I helped. ^^

If Merita has the right text, it basically means being rude and loud will only make a situation worse, but calm and polite words can make the situation better.

Basically, people are sensitive to certain words or how you say the words, so try to avoid pissing people off. Be nice.

You can say anything you want, but really what matters is the way you say things. Be wise in the way you pick words.

A practical application would be something like this. Say someone's real mad at you over a serious issue, it could even turn violent maybe. You can amp up the situation and make things worse, or you could be calm and try to make peace.

it means like if someone asks you a question, and you reply calmly then things will likely stay nice and calm,
but if you respond with anger then you are likely to stir up anger in the other person as well.....

I think it means that a kind word can calm down anger. Example, when someone's angry and yelling, if you yell back and get angry the anger level just rises. But stating a simple fact or reply in a more or less calm manner can calm said individual down. Thats what I get from it anyway.

It's not a lie.
It's what tone/words you use.
If you answer in an angry way or use foul language,etc then all you're doing is making the situation bad.
You can tell the truth but say it calmly.
