Fugaku Uchiha (うちはフガク, Uchiha Fugaku) was a jōnin-level shinobi of Konohagakure a member of the Uchiha clan, and he was the father of Sasuke and Itachi. He was also head of the Hidden Leaf Village's Police Force.

Fugaku had short, black hair,He wore a simple kimono with grey pants which had the clan's symbol on the back when not on duty. While on duty, he wore the standard flak jacket, along with a black shirt with the Konoha Military Police Force symbol on the shoulders, shin-guards and a black, open-front apron with white diamonds on the bottom.

Personality:
As leader of the Uchiha, Fugaku was focused on the clan's interest and welfare and had a strong sense of responsibility.[1] His son, Sasuke, saw him as a stern and uncaring man (though his wife revealed he cared deeply for his youngest child) while he was seen as a father figure to the rest of the clan. As Itachi was his successor as head of the clan, Fugaku spent much of his time focusing on the development of his eldest and little time with his youngest. Sasuke trained constantly in order to get his father's attention and approval. Near the end of his life, Fugaku had switched his attention to Sasuke, having lost hope in the wayward Itachi. He was only impressed by great feats and rarely praised anyone, having high expectations. Fugaku was very serious, hardly smiling most of the time. He also had a short temper, easily getting angry at Itachi for trying to deny an important mission in exchange for attending Sasuke's Academy initiation, and for refusing to attend an important clan meeting.

History:
With the Nine-Tails' attack on Konoha, the village accused the Uchiha clan of orchestrating the attack (during the attack, Itachi noted that Fugaku and his wife were noticeably absent before the beast struck — what they were doing is currently unknown). This belief caused a rift between the village and the Uchiha clan. Fugaku, out of spite, conspired a coup d'etat that would allow the Uchiha clan to take control of the village. Eventually, Fugaku placed Itachi as a spy in the ANBU to pass information back to the clan. However, Itachi secretly betrayed the Uchiha and took the role of a double agent, leaking information right back to the village.
As Itachi was the eldest of his sons and hence the successor of the clan, Fugaku focused most of his attention on him, even defending Itachi when he was suspected of killing Shisui Uchiha. However, the two had a falling out when Itachi lost hope in the clan and Fugaku shifted his attention to Sasuke, even teaching him how to use the Fire Release: Great Fireball Technique, and was impressed at how Sasuke was able to master the technique after just one week. Sasuke was finally able to enjoy his father's company, but Fugaku advised him not to follow in Itachi's footsteps.

Fugaku was also the one who taught Sasuke and Itachi how to perform the Fire Ball technique. However, Sasuke did not pick-up on the new technique as quickly as Itachi did, he knew Sasuke was not yet ready to learn the Jutsu. But Sasuke did not give up on the technique, he practiced all day long for days, he wanted to please his father. Sasuke had always noticed that whenever Itachi did something, his father would say "That's my boy" and was very proud of him. Sasuke wished that his father would tell him that too, and be proud of him, for something. Which it seems he never has. So he thought if he learned the Fire Ball technique, he would make his father proud. A while later, Sasuke had gotten a lot better at the technique, and decided it was time to show his father once again, to show him how much better he had gotten at it. After Sasuke showed Fugaku the technique, he silently walked away. So, of course, Sasuke kept practicing, he was very determined to make his father proud. He worked harder and longer than ever. And got even better at the technique after a while. He decided it was time to show his father again. After showing him his improvement for the second time, Sasuke created a huge fireball, not quite the size of his, but it was close. Fugaku looked surprised, Then he silently walked away, then stopped and said, "That's my boy." He then also said to follow his own path, not in the footsteps of his brother.
Later on, Fugaku had noticed that Itachi had been acting very strangely in recent time. He would often skip out on his missions and randomly disappear at times. When Itachi got into a fight with the shinobi that were investigating the death of Uchiha Shisui, Fugaku, not knowing that his son had actually committed the murder, broke it up and took responsibility for the problems Itachi had caused, and claimed that all of the missions he had been doing have made him tired and has affected his thinking, he just needed rest. Itachi agreed and apologized for his actions. Soon after that, Fugaku, and the whole Uchiha clan, other than Uchiha Sasuke, were killed by Itachi.

the question you should ask is why not Fugaku 
Fugaku was considered a strong member of the Uchiha Clan, though not as strong as his sons would become. Fugaku is probably fodder compared to what we have seen, but he is not weak
