No, plot no jutsu or talk no jutsu would actually be able to influence and change events. The alliance no jutsu won't accomplish that. Juubi, Madara and Obito are too strong to be affected by it.

So you're not pleased with the progression of the story?

I've concluded that most of us, in the short term, get annoyed by chapters like this where there's a lot of talking (or flashbacks, ugh) when we really want jutsu armageddon. But in the long term, when we go back and read through the chapters about 5 or so weeks later, we appreciate the detail put into backstories/plot progression.

There has never been a new technique for Naruto, that was just a translation error.
When Madara mocked him by saying spamming clones wouldn't work Naruto said he wasn't going to use Shadow Clones, but the "Shinobi Alliance Jutsu". Which is obviously not an actual jutsu, but just a way to say the whole alliance together is stronger than any jutsu or something like that. I agree the way he delivered it was lame though.
Who used Kazekiri was Temari and her fan squad to blow away the smoke.
