Fodder is a big deal in this case. These are guys who are barely stronger than a white zetsu. If those fodders were strong ninja Madara wouldnt have taken them down so easily. Actually in the anime it shows more of Sasuke vs 1,000 fodders and in that It doesnt show Sasuke using the sharigan. Besides whether he had the sharigan or not it was still more of a impressive feat than madara's
