A - attain the rinnegan (somehow) and use the creation of all things
2 - he will be that one being
C - the power resides in the tailed beasts
D - some one will come along and do it

Naruto won't get the Rinnegan, but the whole tailed beast names is deffinatly going to come to the forefront in a few chapters is the Juubi is really being perfected

The power itself resides in the tailed beast it was said it is unthinking at the moment.Also the sage said someone will eventually come and lead them down the right path.Naruto is going to fill it with love and it will gains its conscience.Ultimately anyway the way he goes about it exactly i am not sure but that is the jist of what i believe

i can sum it up with three manga pages
the sage knew the juubi will be back and told them right before he separated them

he invented a seal that will protect the world from the juubi
that's quietly being passed down

naruto has that seal

each time he he had kurama's chakra the seal will changed
