Did they become a part of the Juubi?

When Nagato used the Six Paths of Pain, they weren't under Edo Tensei, right? Didn't they use the chakra rods as a source of reanimation? Why didn't Obito just use the rods and remove the beasts from them and use former Jinchurki as help along with the Juubi?
