This is also a beta of my Version 5, Im tweaking certain characters and seeing how they fit. (its touchy since i added Obscure Characters and added "low kage tier" and "low Jonin tier" as such, the jimmies of this list are rustled

Why isn't Pain in God tier? He's stronger than Hashirama and has the Rinnegan, he's also the closest thing to a god, since he's the only one who mastered the Rinnegan with such expertise, he's basically the reincarnation of the sage
Also, Ebisu should be low jonin tier or at least Tokubetsu, he's a jonin level teacher ffs

Kimimaro a low kage? Is this a joke? You're saying Taka sasuke and Hiruzen are weaker than Kimimaro? I say you should switch Hidan and Kimimaro's place, he's an akatsuki member after all, and much stronger than Kimi.

Decent list. The biggest thing that stood out to me was Killer Bee being positioned in God Tier next to Nagato, Hashi, and EMS Madara. I'd personally rank him in the one below.

Either high Jonin or plain Jonin, but definitly not a Low kage.
Hiruzen isn't a low kage either, normal Kage would be more accurate.

I Felt that there was a large enough gap between the ones in God Tier + and god tier.

War Arc Obito is with Jinchuriki paths and such. Rinnegan obito is just Obito with MS and Rinnegan

I like Jiraiya and Orochimaru, but they are obviously not Demi- God materials. Put them a tier lower.
Everithing else is OK.

And one more thing: Guy is not as strong as Obito, Gaara, Tsunade, Onoki, etc. Put him a tier lower.

Eh yes and no. Obito still had control of 7 biju even without edo jinchuriki via out path chakra chains. He can just mediate their power better with the edo jins added in.

In a vs. Thread its viable, He used Kamui Against Deidara without any sort of high stakes. Thats like me saying madara will just sit there and not use PS just because its a "last resort"
