When it comes to raw speed, that is when moving from A to B by physically moving, then Naruto is way faster but if you ask naruto to cover a 5 mile stretch in a sec its not gonna happen but minato can do it if there is a FTG seal 5 miles away.

BM Naruto.

KM Naruto was stated to be "not quite at his father's level yet", but that was only because he couldn't land well after using his burst of speed. I'd say KM Naruto by the time he faces the Yondaime Raikage is just as fast as Minato.

BM Naruto's much faster and versatile than KM Naruto, and he's faster than Minato too.

If this is intended to be used for a versus thread, then no, just no. It doesn't even matter at this point, because Naruto has his chakra arms that surprised Muu; and if they can surprise Muu when he thought jinton would hit first, then it will definitely surprise Minato even IF he isn't faster than Minato at this point (which he should be).

Minato's jutsu isn't instantaneous, that's just impossible. How would he be able to stick his landings? What kind of reaction time would he have if he could do that with an instantaneous jutsu? That would be more of a machine than a shinobi.

Minato of course. Being the fastest character is his "thing" so to speak and no one will take that title away from him. In my opinion of course.

Naruto may be ridiculously fast, but if you are comparing him to Minato it doesn't matter. No one can surpass instantaneous space-time transmission, not even with lightspeed. It is about disappearing from point A and reappering in point B without crossing the line linking them, we are talking about teleportation here.
Of course, since Minato is not actually traveling the route linking points A-B you are free to not consider it as speed. If you're going by that route, then Naruto is much more faster on foot than his father. In the end the answer for your question is just a matter of perspective, if you consider teleportation as speed then Minato is faster, if you don't then Naruto is faster.

By raw speed alone, Naruto is BY FAR faster. Naruto currently can move ALMOST at the speed of FTG.

FTG is instantaneous teleportation O.o......

Now with FTG Minato is obviously faster...because instantaneous teleportation cannot be beaten by speed on foot.
