Nagato can create exact clones of his opponents?

Back when they were rescuing gaara, Nagato set up a seal where if someone removed it, a trap would set and an exact clone would appear to fight the person. How come Nagato has never demonstrated this again? Is this a rinnegan ability? If so which one?

maybe because that technique isnt practical in a battle.needs some time to prepare since it`s some kind of seal scroll

no no, it was a trap after they removed the seal!. like team gai had to split up and take off the seals but Nagato made it that even if Gais team removed it, his back up plan would be the clones
