If Naruto gets sage mode shouldn't Sasuke get his Ms? If not naruto should only have the 9 tails chakra cloak. Regardless though id say 3rd Raikage because he's a beast.

Orochimaru beats most of the mentioned character's bases that were mentioned in this whole thread, and Sage Mode isn't Naruto's base.
