Hmm, I believe Itachi is more overrated, but he's still the stronger one out of the two though...

He does have the Yata Mirror and The Totsuka, +Amaterasu and mastery over the Tsukuyomi, and the Susanoo, but still, some people literally consider him to be a god. I honestly don't see too much of people overrating Minato on here though
