The forbidden jutsu
This is a two parter.
1. Why would the leafs greatest there hokages make a seal the contained all there forbidden Justus? I mean that just screams! Come take me I'm filled with lots of powerful Justus!!!!
2. For them to be known as good people. Why did the second hokage make a jutsu that requires a sacrifice? Killing someone just for a jutsu sounds bad right? So why would be make a jutsu that needs a sacrifice?

1. Not all of Konoha's forbidden jutsu were contained within that scroll.
2. He never completed/perfected his jutsu. He may have been trying to revive a lost loved one, like Hashirama.

But he made it. So he most likely used it he had to kill someone for it too work

1. The scroll was created in a time before Konoha; in a time where war was ever-present. Therefore, it makes sense that one would keep increadbly powerful jutsu, even if sealed away, rather than destroy them in case they began to lose the war, and needed these "nuke" jutsu. Furthermore, after the creation of the Hidden Leaf Village, this scroll was kept as a defence measure; in case they were ever attacked and it was required that people fought at strengths greater than they had. It was intended to be protected by the Hokage, so as to never fall into the hands of someone like Naruto (luckily, he only learned one jutsu, and it was a jutsu which he was naturally able to perform because of Uzumaki chakra reserves).
2. Impure World Ressurection is a jutsu which demonstrates Tobirama's sheer genius! The original intention of the jutsu was to take the DNA of a fallen comrad on the battlefield, and then, with a live hostage from the opposing side, bring back your comrad in order to increase your fighting force while decreasing your opponent's. However, Orochimaru and Kabuto have perverted this technique by using innocent people as the sacrifices, and then taking over their minds with special talismens, in addition to not using it solely in war time. Finally, if you don't like that, I have yet to come across a chapter where it specifically sais, out of the mouth of a person who is 100% not biased towards the Hokage, that they were, in face, "good". Just putting it out there (people who were biased towards Madara instead of Hashirama said that he was "good" and "doing the right thing"... :shrug .

So? He probably invented it during the 2nd shinobi world war, and he was fighting on the front lines. All of the good guys, especially the Hokages have killed so many people. Probably like hundreds maybe thousands. Might as well use one of the body's for what he thought was a good cause.
