Ah it's hard to explain, haki is in a different league, technically it can be called an attack, but you won't see Luffy use it against tough opponents. Half the fishmen survived it. Although 50,000 is more than enough, it won't be a strong enough "attack" to take out stronger opponents.

I know what you mean its kind of dodgy but none the less in terms of power it holds the most potential but gear 2nd and 3rd are more for combat.
