3. It's controlling chakra, imbuing it with the natural traits of the 5 elements namely water, fire, earth, wind, lightning. It's like Ninjutsu, just only elemental ones.
4. Lightning(actually electricity, lightning means the electricity that falls from clouds due to the positive charge on earth and negative charge in lower part of the clouds) is the flow of electrons. Electrons can flow due to various reasons.

Lightning is conducted by water, so many combos can be formed due to that.
As for fire, it can make thunderclouds, which in turn can be a perfect opportunity for a strong lightning attack, like Kirin.

No, lightning is neutral to fire and same vica versa. It will go through fire and it's actuall can be a deadly combo attack.

Alright here sit next to the camp fire and meditate for 200 hours while i sleep, eat and do all kinds of things during that time. While meditating, think about the properties of fire, how it moves, how hot it is and such.
