Well no. It still doesn't match the silhouette.
It's tail isn't furry, it isn't muscular and it's missing nine-tomoes.
So it's more than just an arm.

Because Kyuubi and Hachibi is missing.
He won't be complete until then. So we have to wait for the next transformation.

Juubi does not need the kyuubi or hachibi, instead it will transform and become complete slowly.

Yes. It resembled the first form of the Juubi way more than the current. Most likely Kishi hadn't thought up the final design for the Juubi when he gave us that glimpse...

He is missing his left arm, cause he used it to much

The gedo mazo is the outer shell of the Juubi. His last form will look similar to it.
