What exactly is the strongest jutsu?
No Kekkei Genkai
I personally think it is Edo Tensei or Shiki Fuujin

Strongest? Edo tensei, technically, is not strong at all, as the jutsu is complete once the body is brought back, however other strong jutsu are directly produced by edo tensei. Edo tensei itself does no damage. Besides KKG i would have to say kirin, C4, or kitsuchi's earth wall.

Shiki Fujin. It's the ultimate sealing technique and we've already seen which is stronger cough Hiruzen Shiki Edo Hashirama and Tobirama cough

Technically that's a KKG as it requires rinnegan to summon the gedo mazo.

Dust release because it leaves no trace of you left & it's blindingly fast... Every other powerful move is a KKG.

Edo Tensei's strength depends on the actual Edo's that you summon. If the user summons fodders, then it ain' so powerful is it.
You specifically said no kekkei genkai, so other than that, I'd say:
Shiki Fuujin
C0 explosion
Kirin
FTG - it isn't powerful in terms of brute power, but it's such an OP technique if used efficiently.

Skorch release is up there aswell. It completely dehydrates the body which is the cause of death.

Technically, I think Edo Tensei or Shiki Fuujin is really powerful. But on a physical destruction point of view, I think Kitsuchi's Earth Mountain Sandwich Techinque (summons two mountains to squash you) or Naruto's Wind Style Rasenshuriken (destroys you on a micro-level) are powerful ones too.

Bijuu Dama. Specifically Kurama's. I would say the Juubi's but in order to summon the juubi you needed the Rinnegan to free gedo mazo from the moon.

a fodder with unlimited lives is no longer a fodder though. the opponent has to die eventually ubless the edo fodder is facing another fodder. hell oro couldve summoned any two fodders to kill the third, but he chose op characters for emotional reasons.
