i think sasuke said it was his plan to heat up the atmosphere. he spammed Katon and made itachi use amterasu to help heat up the atmosphere. idr remember.

Hiruzen's Karyū Endan has a wider range, but Sasuke's Gōryūka is clearly stronger, since it was shown breaking the ceiling of Uchiha's hideout without much difficulty. And if we look here, the ceiling looks pretty thick. But if Karyū Endan can do the same damage, which is something I'm not sure of, then they can be called somewhat equals.
