I think Sai is a very boring character replacement in Team Kakashi, did everyone ever empathized with him with his lost memory, emotionless and brotherly love backstory? I didn't and his costume sucks, his jutsu is unique ill give him that but it's not pretty strong either, I think Kishi realized that Sai was a failed character and didn't develop him much, thoughts?

He was decent but Kishi could've done much better using an existing and developing character (eg Shikamaru) rather than creating more characters.

Not really, Chunin apparently get assigned their own teams in missions so they don't remain in their original teams all the time.
