It depends on what way you mean it. For example nagato, sasuke and itachi could have been mentally unstable because of the things they went through but if you mean it mentally unstable up in an idiotic way then its gotta be obito. Seriously that guy is one of the most stupid characters I have seen in a while. If his past was more darker, like itachi's who had to killed his own clan or sasuke's then I would understand his reasons for being like this.
