Suigetsu read the scroll before giving it to sasuke. Kabuto, orochimaru and tobirama are the only people with edo tensei. Kabuto is caught in izanami. Tobirama and orochimaru were supposedly dead. If TOWKE needed to be edo'ed, Suigetsu wouldn't have been so surprised that sasuke wanted to revive Oro.
