Nagato's original affinity was wind but I agree Naruto should get water to counter Sasuke.

naruto is not one to learn hand seals that is not his fighting stlye.He learns and fights with his body not the atypical ninjustu techniques
nothing elemental wise can give naruto the same edge as resenshuriken.
