"It is said" automatically implies that it's a legend. All I really got out of that statement was that people feared his Perfect Susano'o and almost no single ninja will be able to escape it.

If I wanted to troll I could say that Hashirama did die, just not in that battle. But in the end it's probably just boasting of its abilities.
