No he isn't. At least if you compare him to the current kages, he cannot beat any of them

People are seriously overestimating him... His speed still doesn't compare to A, at max it is about Tsunades level. His tajutsu is top, but no ninjutsu leaves him open with no defense against complex jutsu like Meis KKGs, as well as Gaaras sand.

Hirodoura may be able to solo most, but it has only one shot, then Gai practically destroys himself. Even Ebisu beats Gai, if he misses Hirodoura..

Kisame wo shamehada is also stronger than Gai, meaning if you put both up against a large number of opponents Kisame would do better than Gai. That Kisame lost is just a combination of bad luck and bad match-up in shinobi techniques. I could name numerous people, who Kisame could beat, but Gai can't....

He's up there...I mean if I remember right they planned to make Kakashi Hokages after Danzo, and I would say Gai is around Kakashi's level of strength....he would be on the list of Candidates...but he isn't at the top of the list

Yes, Kakashi and Gai are generally accepted as being on a similar level, Kakashi already nearly became Hokage, therefore, Gai is Kage level.
