Top 20, 30 etc?

For those who haven't seen the Three-Tails anime arc, she was a Kunoichi working for Orochimaru, she had a unique Kekkei Genkai called Crystal Release. She can utilise the moisture in the air, so as long as she has chakra, she has unlimited weapons.

The Kekkei Genkai has been seen to be able to even hold the Three-Tails for a short period of time.

She can also use her life force to giver her a major power boost similar in appearence to opening the 6th Gate.

Her crystal release made quite a few elements and psychical attacks pointless.The Crystal Release could crystallise any substance, thus, earth, water, and wood techniques are useless against it.However The Crystal Release, though powerful, has two known weaknesses, the first being that it cannot crystallise either raw energy or chakra as they have no physical mass to crystallise, allowing a person with either energy-based techniques, such lightning, fire, wind, or good chakra control to properly counter it. The second weakness of Crystal Release is that it is susceptible to a specific sound wave frequency; because crystal requires a very precise build-up of molecules, the proper sound waves can break down the build-up before the crystal can properly form.

She was very powerful and would have been easily in the top 20.

The last technique was utilized by releasing chakra through her tenketsu which are nodes from which chakra can be released.The hyuuga use these as the basis for there fighting style.

Yeah, she's not as good as Tsunade but she might be pretty close to Mei. As for other Kunoichi we know, Guren>Them.
