Wtf did he mean by that ?? wel i think he isnt at 100% full power yet maybe he wants to get to 100% full power like he was in the past when he fought against the 1st hokage and when he is at 100% he wants to destroy konoha !!?

or one other thing is he wants to give sasuke more power and when sasuke has it he is going to take sasuke's power to get EMS and then he is at 100% ( complete ) !?

we dont really know the origin of the tailed beasts.

We where told that the kyuubi is a natural disaster caused by humans greed and what not if i remember it right.

My theory is that the eldest son of Rikkoudo Sennin corrupted peoples spirits into these demon beasts so that he could wield their power and compete against the youngest using his 'sennin' eyes. Maybe the Tobi/Madara wants these same power or true powers as his ancestors.

this is it, as of right now no one in the manga has ever physically touched madara, so i think he is not totally physically materialized so he needs the tailed beast power to become whole again.

he kicked naruto and he blocked a sword and the wood realy did touch him, he can just phase through it or teleport away
