Shadow Clones

I've been wondering since the first chapter/episode or whatever. In the first chapter, Naruto steals the forbidden scroll and learns Kage Bunshin no Jutsu which was apparently forbidden? But, during the Chuunin exams when he's fighting with Neji, Neji says that Kage Bunshin no Jutsu is a Jounin level jutsu. I'm personally caught up to the manga but since it's on break I've had time to think about these stupid things.

Are shadow clones a forbidden technique or is it just a high level jutsu?

Multiple shadow clone technique is forbidden because not many have the chakra reserves for all that.

I think when Neji said shadow clone jutsu was a jounin level jutsu he mean't most would have to be at least a jounin to be able to use a jutsu of that level.
but idk its kind of complicated.
